Being a Muslim country it is without any doubt that Malaysia will ALWAYS be behind in something. In this case, it is law and equality of rights and free speech. And they got the numbers mixed up: they still think it's the 12th century instead of the 21st century.

This is one reason why I say that if you want to learn about Islam do NOT learn it from a Muslim but learn it from the Quran and read it yourself. There is a good chance that the Muslim who teaches you about Islam is bullshitting you in order to get you to respect the retarded belief system that maybe he/she doesn't even know about.
