Actually the quote is rather misleading, other news reports state that mystical paraphernalia is quite acceptible. So you can sell runestones, magic books, probably even dried magic herbs etc, in other words where an item has a physical existence that gives it a perceived value. These are physical items with an intrinsic value, however christians couldn't, for instance, sell a prayer, ie: send me $5 and the name of your ailment and I will pray for it to be cured. If they were allowing christian prayers to be sold, but not allowing witches to perform magical love chants, or get rich chants etc for a fee then that would indeed be discrimination.
To me it looks just like bad reporting, nothing more.
