The induction problem is different to a circular reasoning problem.

Yes science does, strictly speaking, suffer from the induction problem.

But not as bad as you would think. Indeed the whole idea of falsifiability is about the black swans, among other things.

And, as has been pointed out, despite the induction problem keeping philosophy academics stuck in their studies fearful that the world they left when they entered their cosy studies may not be there when they leave, science works.
