A national/state scheme designated driver scheme to encourage pubs/clubs to participate in the Designated Driver role where they offer free soft drinks and a meal so more people will be willing to step up and hopefully lower drink driving rates or maybe something to have lower taxi charges around pubs/clubs after a certain time so more people will be willing to take one without being charged alot of money for a 15 min drive

Queensland already have this. Not the free meal, but the free soft drink.
As a permanent designated driver it definitely makes going out ALOT cheaper.
Most other places it is literally more expensive for just a post-mix soda than it is a bloody beer. Ridiculous.
