I expect that it's something from Douglas Hofstadter, author of Gödel, Escher, Bach: An Eternal Golden Braid, but nothing comes to mind.

I can't remember the exact wording but it is something along the lines of complex tasks will take longer than expected even when you allow for Hofstadter's law.

kind of a recursive statement.

most likely. I've been a big Voyager 1 & 2 fan for a long time though.
