Funding criteria

Where can I obtain the criteria for funding of major events for Victoria?

I have been firing off outraged letters left, right and centre this morning but want to make totally sure I am saying the right thing, ie. that we did indeed meet all their criteria for funding, therefore leaving the reasons for denial dangling tantalisingly.
